I have a tree stump which is the the way of my new concrete gravel boards.
I've dug down below ground level and have got stuck in about the roots with a mattock.
It's not the easiest job in the world as access is a little restricted next to an oil tank.
Any tips about a tool that's good for cutting through roots under ground level?

Dig a hole big enough around the stump an use a mini circular saw to slice through the roots.

He clearly considered it. Not the concern about the oil tank 😉

Durarippa blade for a disc cutter is for cutting stone embedded timber but it’s hard work. Or hire a stump grinder. Or drill lots of holes then cut them out with an axe. Whatever way, it’s hard graft.

There are some good videos on youtube using BBQ coals and leaving the to burn it to ash. Seems effective if you do it right - mind the oil tank though ;)

I dislocated my shoulder the last time I pulled out a tree stump. If it is a big stump, you are best getting in a professional tree surgeon.

I've got two buffy. A wee one for enclosed spaces that comfortably fits in one hand. The top comes off a bit too easily now and again unfortunately so it's frustrating from time to time.
My other chopper needs two hands to work it properly and really needs you to bend your back to get any use out of it. While it does a much better job and I'm worried about banging it on my fence posts. And I reckon it could put a hole in my oil tank no problem.
