I suspect, its more that the club let whoever supplies the stewards these days, know that the game was off, so they can inform staff rota`d on, rather than them making the decision

Yes, possible - AFAIK only two ways a game can be called off - a Police decision or referee making a pitch inspection.
The former is unconnected to the latter.
The match security team will just be following the appropriate call.
Better called off early than leaving it too late as was normal practice in bygone days.
