 Belgium v Senegal

Late in ET, Belgium crosses the ball and Tielmans is fouled going for the ball. But no whistle and the ball goes through into the middle of the box, Belgium keeps control and has an open shot that misses narrowly. VAR calls ref to monitor, and he awards Belgium spot kick for foul.

If ref had played advantage notwithstanding the foul, he wouldn’t have awarded the spot kick after Belgium missed its open shot. So why should he award the spot kick after VAR? They are not entitled to get 2 chances to score. Am I wrong?
