No he didn't, as always you can't get anything f***ing right.
Milly Dowler's phone was hacked by Glenn Mulcaire who was an investigator for the News of the World at the time (2002)
Piers Morgan left the News of the World 7 years previously.
I agree he is a scumbag and is guilty of being involved in getting stories from phone hacking but he is not guilty of what you are saying.
He printed stories from information received through hacking Sven Goran Eriksson and Ulrika Jonsson, Paul McCartney and Heather Mills. There will have been others as well no doubt.
