Apparently one of the organisations involved in/profiting from this is the same company which was responsible for the system which ended in Postmasters being prosecuted/jailed wrongly for alleged accounting fraud.

Threat to life or health emergencies. Like I said it will likely never be used or if so incredibly rarely. Many nations across the globe, including many in Europe, have similar systems in place and many of those systems have been created by the same firm that has organised the one in the UK.
This has been in the planning for a few years now and has nothing to do with the Russian fishing boats and research vessels swarming around our critical offshore infrastructure so rest easy.

Another poorly designed system. My daughter`s phone rang - 30 secs early. My wife`s didn`t ring but received a silent message which appeared on her screen for about 2 secs and not long enough time to be read. Then it disappeared.
I`d turned off the notifications
Three of my friends on the 3 network agree still waiting for the alert.
I asked some others and they`d never heard of it and didn`t get any alert.
It`s all gone swimmingly.
I`d like to know what the failure rate was because it doesn`t seem very reliable.

Surely then we can expect another test. Or are they just going to ignore it which seems to be the present narrative.

Here in Oz, we have a very efficient phone alarm system that issues warnings in emergencies - e.g. bushfires, cyclones or floods. We frequently have these sorts of events, so we have had plenty of time to perfect the system.
It is very effective and can issue narrowly targeted alerts, only alerting phones within the signal radius of selected telephone towers.
