To be fair, everyone gets caught short from time to time. Peeing in the street shouldn`t be a crime, as long as you are taking care to be discreet and not using it as an excuse to be flashing yer lad out and about in public.

As far as Mandleson is concerned, I`m pretty sure he`s done A LOT worse than that in his life, wee boys etc
