Can regular surgical masks prevent you catching Corona virus?
If it's a regular surgical face mask, the answer is no, Dr. William Schaffner, an infectious disease specialist at Vanderbilt University in Tennessee, told Live Science.
A more specialized mask, known as an N95 respirator, can protect against the new coronavirus, also called SARS-CoV-2. The respirator is thicker than a surgical mask, but neither Schaffner nor the Centers for Disease Prevention and Control (CDC) recommend it for public use, at least not at this point.

Expert verdict: ‘This mask has a rating of FFP3, the highest level of protection,’ says Nick Moore.
'If I were a medic treating a patient in China, I would be happy wearing this one, along with other protective measures, such as goggles to protect my eyes. Eyes are as vulnerable as your nose and mouth.
No point in wearing the above mask if your eyes are uncovered."

Suspect it may be the same for District Nurses. I don't think it's the case of not buying them, I think it's more there aren't any to buy in the first place.

That's good news.
The NHS is not going to come out well from this. I've heard some very worrying stories from people being drafted in to help. Many in no way qualified for the roles they are being asked to do.

My Husband is in a care home (Fife) and they keep us updated on his health status etc almost every second day. Not once have they complained about not having what they need to care for the Residents.
