 Blocked drains in street

Does anybody know how to report blocked drains outside the house for the council to come and fix? Apparently there is a website but I’m not sure which one it is to report it. There is also a tree that’s starting to become an issue too. Any help is appreciated guys.

When we had a blocked drain in our street it was the water board who dealt with it.

If it is a highway drain it should be reported to Fife council in the 'report a road or pavement fault' section.

If it is a public sewer it should be reported to Scottish Water.
