 Blocked drains contact number

Can anyone provide me with a number to report a blocked drain ?
Is it fife council or Scottish water that are responsible ?

Scottish water has this site:

You can maybe choose waste water and try to report it there.

Your responsibility if the blockage is in your property it garden. Scottish Water if it on the street/road.
