Any crime which is penalised by a fixed fine is only a crime if you are poor.
A fixed penalty notice for the average Joe could mean they don`t eat for a few days. Sunak won`t even notice the financial hit.
Fines should be a proportion of assets, so that Sunak suffers the same burden as my granny would if she failed to wear a seat belt or got steaming with her pals during lockdown.
