Once was unfortunate but twice would appear to be negligent.

Sounds like it was an already repaired but where it started. Problem with old buildings is they won't have benefited from treated timber and there'll no doubt be mixed wiring and all sorts.
The fire that took out a massive chunk of the Edinburgh old town was a small electrical fire.

Silly statement to make. They spend millions on the restoration since that fire 4 years ago.
Could be the simplest of things like faulty wiring, someone forgot to switch off soldering iron, etc etc.
The smallest of flames could cause this.
The sprinkler system wasn't up and running either I believe until renovation was completed so hopefully you'll back with the conspiracy theories.
Windsor Castle fire should be a reminder to all that it doesn't take much in an ancient building that bricks and mortar prevent an inferno.

Don't think a silly statement at all.Where were the fire wardens .Insurance company will have a field day.Surely it being a older building should have made them more vigilant.

Always wonder why it's never the crap buildings that go up. Look at similar fires in Dunfermline. Always the nice old buildings. Why is it never some manky flat-roofed building from the 70s?
