The photoshopping was just a translation so that English speaking people could be shocked too.
This shows the importance of context and the problems that single photos can have when they are shared with millions of people without any explanations.
This event was just a relatively small one in a town in France. The kid offered to hold the umbrella for the speaker. One of the next speakers was a black woman, and the boy also helped to keep her dry, but that picture wasn't deemed worthy of million re-tweets.
