Its a large vessel, wind direction looks to have been spot on against her, docking plan should have allowed for gusting winds and regular weather events. It was very windy but shouldn`t have been of major concern, the other ship in the dock was much lower and didn`t have the same side profile. It is possible in a smaller company that those checks were just not followed or considered for the predicted weather, or that the forecast wasn`t accurate enough or checked.
Either way a 8-10 storey building falling 45° is one hell of an impact. Hopefully all those still in hospital can make a speedy recovery. Very lucky it wasn`t worse.
